On June 1, 2004, the French PM Jean Pierre Rafaren received 1,300,000 questions via SMS. On September 27, 2005, during a "direct line" session, over 100 thousand SMS messages addressed to President Putin were processed. This is not much, yet there are already 126 million mobile phones in the country, and the quantity is starting to transform into quality. The Russian presidential elections in 2012 are very likely to feature electronic voting. The world is changing fast, and this book refers to the need to learn the new rules of the game, and the tested mobile phone connectivity technologies employed for rapid, inexpensive and effective mobilization of active supporters and recruiting potential ones.

The book is supplemented with the Okinawa Charter on Global Information Society, the Federal Law on Electronic Digital Signature and the Federal Law on Electronic Document.
