The book focuses on the problem of new state industrial policy elaboration. It presents options currently discussed by the five main groups: the «old industry guard», integrated business entities, local authorities of old industrial regions, the technological lobby, and representatives of sectors which have managed to adjust to the globalized market. The author describes basic historical models of industrial policy, formulates new goals of Russian industrial policy and scenarios for their implementation. Special attention is given to the regional aspect and new instruments of industrial policy.
