Born in Kiev in 1946. Graduated from physics department of Kiev State University.
Director of Kiev Center of Political Studies and Conflictology, Ukrainian political scientist, manager and counselor of a number of election campaigns. Headed the Center of Market Reforms, was a deputy assistant under-secretary of the Chairman of Supreme Rada, adviser to the prime-minister and the administration of the President of Ukraine. Authored a number of publications dealing with current political situation, reform of the political system, the making of civil society institutions, Russian-Ukrainian relations and technologies of election campaigns.
