Shaikhutdinov Rifat
State Duma deputy
Born in 1963 in the Sakhalin Island. Since 1983, took active interest in philosophy and methodology. Since 1992, concerned himself with crisis and conflict management problems (set up a department of conflict resolution studies at the St.Petersburg State University). Defended a Ph. D. thesis at the Moscow State University on problems of state administration. Since 1996, engaged in business (prior to being elected to the parliament, had been the general director of the «Central Agency of Air Service of Civil Aviation of Russia»). Since 2003, has been a deputy of the State Duma (4th Convocation).
